How to Access the “Draw Over Other Apps”
Menu
Now,
sometimes when this error is generated, it will include an “Open Setting” link
that will send you directly into the “Draw over other apps” menu. After
clicking on app, Slide the “Permit Drawing Over Other apps” comes and go back.
This process will be super time consuming, especially if you have lots of apps
installed that can apply overlays.

Step by Step:-
11) In
first you have to Restart your mobile in Safe mode
Process to Restart your mobile in Sate Mode
a) Press the Power Button
b) Now click the Power Off option continuously

10) Then Close the all opened apps
11) And Restart your mobile again for normal mode
12) After Restarting your mobile will be work normally and apps will be opened.
